The Supreme Council of Universities was established in 1950 according to the Royal Decree NO (496) for the year 1950.It was presided by the Minister of Education to coordinate between Universities concerning curriculums, examinations, scientific degrees, equivalent foreign certificates, academic promotions and other matters. The presidential Decree NO (508) for the year 1954 to establish the Supreme Council of Universities including university member (presidents of universities, vice-presidents, a member of each university and three experienced members in the field of University Education Affairs) The Supreme Council of Universities held the first meeting on (2/10/1954).The meeting included Cairo Univ., Alexandria Univ. and Ain-Shams Univ.It was presided by prof.Mohamed Kamel Moursi, the president of Cairo University. A series of laws were issued to re –organize the Supreme Council of Universities such as the law NO (345) for the year1956.Then, the presidential law NO (184) for the year 1958 and the successive laws. To support the independence of the Egyptian universities and to discuss all their affairs, the law NO (49) for the year 1972 was issued .The article NO (12) of the law assured that universities should have a supreme council in Cairo to be responsible for planning the general policy of Higher Education and Scientific Research beside coordination between universities in all activities. The article No. 18 of universities organization law is ended by the law No. 142 of the year1994, stating that the SCU is presided by Minister of Higher Education and the membership of:
1- The presidents of State Universities. In case of the absence of the president his senior represents him (the vice-president) 2- Five members (at most), experienced in the field of higher education and public affairs, assigned for two renewable years by a decree from Minister of Higher Education and the recommendations of the SCU. 3- The SCU Secretary- General. In case of the absence of the Higher Education Minister, the senior president of university presides the SCU on his behalf .
